How customs thresholds work in Qatar
Two Qatari thresholds serve different purposes. According to Qatar Customs' individual exemptions, incoming personal parcels and mailings valued at no more than QAR 1,000 can qualify for customs-duty exemption under the applicable rules. This is a duty exemption for eligible personal mail, not a universal rule for business imports or prohibited goods.
Separately, the Qatar Customs postal-clearance procedure describes a QAR 3,000 boundary for a single formal customs declaration for higher-value postal parcels, alongside special treatment for restricted goods and certain procedures. For qualifying regular mail up to 30 kg and QAR 3,000, postal CN22/CN23 documents may serve as declarations. The QAR 3,000 figure is a paperwork/procedure threshold, NOT a second tax-free limit; weight and restrictions can change handling. Outside exemptions, product-specific tariff treatment matters.
VAT is another separate question. Qatar's General Tax Authority investor guidance states that Qatar has not implemented VAT; do not add a made-up VAT percentage to an AliExpress checkout estimate. This status should be checked again before placing an order, as a future tax introduction would change the answer. Customs duty and operator fees may still matter even without VAT.
